I have not noticed any decline in spawned cargo crates, or the rate at which the skins drop.
As Silverwing stated, the better way to access Creative building is by using Space Master alt-f10.
I'll admit I often do this particularly when trying to quickly work out some detail like how many thrusters I need. I'll copy a grid and workout the details then delete it and go back to Survival work. I found moving away from my other bases and ships prevents me from making the mistake of forgetting to switch it off before altering anything for real.
As for spawning in planets with the crashed ship map, I have one on the workshop you can use. What you want to do is take a blueprint the Red Ship. Then create the Star System map. In that map use Spectator mode to move out into space and then paste in the Crashed Red Ship Asteroid and the blueprint for the ship.
Save that map as a template then do a Save as and create a New map on which to build.

Edit: You can use any asteroid but the specific one used in the map is a Predefined asteroid you can find in the Spawn menu.
I did the same thing with the Lone Survivor Asteroid map.

Just one I think, but you should double check with a friend.
