not sure if it can be removed or disabled.
I don't have a gun mounted much less active. This is a welding ship.
In this image you can see it is pointing at an asteroid 145.1 m away. It seems to get triggered whenever I use merge blocks.

I don't have either Warfare 1 or 2 DLCs. But this appears to be a bug which is triggered by the use of merge blocks and or magnetic pads.
Check the terminal page of your cockpit, there should be a checkbox for "enable target locking".
I think the target cyrcle is where it is because your base is L shaped.
The game most likely places the reticle at the center of a grids bounding box.
The search light is DLC yes and seems to be bugged already ;)
I did not tried the DLC yet, I am stiil at creating AI turrets with the new controller block.
