I use it every months, it goes to the Com Manager and he will forward to the SE programmers for testing.
You may also ask in the "help-for-community-servers-se" channel on Keen Discord. there is a very good Veteran server admin helping new admins every days and may know more about that problem.

it can look like broken save caused by Mods but Jel tested without Mods and seems to be the same problem.

Although, there is a setting for pirate PCU that can be set. But i don´t know if that´s relevant if you turned OFF PCU limits in the first place...
that is a good question... though i would assume no...
has he tried disabling ecounters/cargo ships, loading then saving, then re-enabling them?

I would also set :
1 - Block limits mode = NONE
2 - Pirate PCU = 0
3 - World PCU = 0
-> for a test after disabling + load/save + RE enable ecounters/cargo ships.

Settings for servers need to be identical for the sandbox_config.sbc file in the save folder, and the main spaceengineers-dedicated.cfg file
I undertand that this might be a cause for encounters not spawning. Although I´m still wondering what pirate pcu may have to do with the fact, that no cargo ships are spawning. Those are npc factions and not sprt owned.
Still, would be the best if you contact the SE Team so they can chat with you if needed.

With huge help from other players (thanks again), we sometimes thought we´re close but then again - nope :)
Sometimes after deleting one or more grids, spawning seemed to pop up again - but later it was impossible to reproduce.
Now out of ideas, i´ll try communication via Discord as mentioned by Dan and see if we can get our heads around it somehow.

Installing the "Modular Encounters Spawner" Mod (no additional package) made the Vanilla Spawns functional again.
I still don´t know why but it works.
I´ll leave the Mod active for it doesn´t do anything else atm.
If i´m motivated, i´ll remove the mod again some time later and see if all the spawns still work afterwards.
