For small grid there is only one vanilla hydrogen tank and it is 5x5x5 and it accepts bottles.
As such, it is probably by design then and you aren't supposed to use it to refill bottles.
for the OP if you want something with a large port, just build a O2 processor onto that ship in some fashion, then put some ice into it. kinda hokey but it works. otherwise, mod blocks are a thing. im sure someone will make a tank filler storage that pulls O2 and H into it for specifically filling tanks.
Yes, as someone already correctly supposed, I am referring to the public test.
The point is, why put the option in the menu of the control panel if it's not gonna work.
