Empty it, grind, rebuild and add a bit of Iron ore in it to see if that works.

Share more clues about the world you play in if still not working, it may be a "broken"Mod if you play with mods for example so the more you share will help to find the cause.
Maybe share some Steam screenshots so all can see your concept.
Make sure you have enough Wind Turbines if you play on planet and those must have 7 blocks of clearance between to be optimal.

You can enter a control station (Seat) to see the power on screen, in lower right corner we can see the total power used and not enough if it shows in red.

I am so used to it now and don't verify the block in Terninal, I now always add enough power by "instinct" :)
Get a reasonable amount of power production (easier said than done, I know) enough for a basic assembler. With that, make a battery. That battery will provide enough charge to get you a basic refinery, which you can use to relatively easy smelt ores down for the components for more batteries.
