The tool blocks the view
The drill very often blocks the view.
As soon as you take it in your hands, it immediately rises up.
sometimes corrected (not always) by switching the tool or switching the overview.

Yeah, I've had that problem, too, but only when I'm in space. I just land on something and my tool reverts back to its normal position. Or sometimes I'll switch to 3rd person view and back and it'll be fixed.

Hold down ALT and move your mouse as if looking can aid this if you are floating about and can't find a place to land, half the time I got a bugged out drill is my liberal use of the ALT button.

I've got the same issue. It's mostly (or even only) with the hand drill and I noticed that it's somehow connected to changing tool animation. Usually when changing to drill from welder the animation goes "up" and so does hand drill covering half of the screen and sometimes when I change from grinder it goes "down" and the drill slowly comes off the screen. I'm not in space currently, but the issue persists when I use my jetpack and it's really annoying.
Hit V twice. It resets the camera.

Switching between 1st and 3rd person won't do it. The OP's problem is a bug. It's also not a camera problem, it's a posture problem of your character. I have had this bug, too, and so will probably everyone eventually because it manifests when you are in zero-g and use your jet pack and then switch to either welder or drill, though the issue is a lot more visible with the drill.

The bad news: There's no permanent fix. It's a bug and until that bug is fixed the issue will remain.

Somewhat better news: As a temporary fix switch to your *grinder*. Then switch back to your drill. It's now in the normal position. ...until the bug manifests itself again. That is, when it happens you need to do that "switch-to-grinder-then-back-to-drill" trick to reset it. Most annoying but that's the best you can do.

If someone hasn't seen it happen yet, I made a vid:

It also happens in 3rd person and there you actually see what is going on. Your hands move sideways to a weird position and that's why the drill blocks your view:

As the vids show switching to grinder will reset your arms to their normal position.
