I looked through your modlist briefly, the only things I saw that jumped out at me is that you do not have in-game scripts enabled which Orks! needs for some functions to work correctly and that you have several mods that spawn ships/stations around the game.
If you want to enable in-game scripts then look for "Enable In-Game Scripts" in your control panel and check the box, it is the 6th option down in your first screen shot.
If you are having performance issues then I would double check that the random encounter ships/stations are despawning properly. You can use the Space Master mode (ALT+F10) to check through all of the grids in the game. You will need admin permissions to use it, here[hosthavoc.com] is a link on how to give yourself admin rights.
I recommend to know all about the Mods you use, I mean we must test one Mod at a time to learn how it works and to know if it is broken because some needs to updated to the new game version on every game update.
also strongly recommend to create a new world, add one Mod at a time and take time to learn all about this Mod.
Once you know all about the first Mod = save exit and add a second one, and load to test ..
You should test the Default "Safe mode" before playing with Mods to know the basic about your server, as to know how it goes no Mods.
And later on start by adding one Mod at a time, I always create my world in Solo Offline and test the Mods over there to learn all about it.

How to test a world or find broken Mods :
1 - Select your save.
2 - Click the "Save as" button on the left.
3 - Change the save name to create a *copy.
4 - Withdraw or add one Mod at a time in the copy.
5 - Report to the Mod author (on WS item page) when broken Mod found so he can fix/update his Mod, always very kind to let him know.

Never test with your original save, better create a copy and fix the original save when solution found in the copy, this way you will not mess up your save.
