What is VTOL

Can someone please explain to me what VTOL is and if so point me in the right direction to use it?

VOTL? i will assume you mean VTOL:
basically, its a plane where the engines can be rotated in order to take off or land vertically. thats it.

about using it. i would say to use maybe rotors`? im no expert, but thats the explanation.

VTOL = Vertical Takeoff Or Landing you can either have jets on the bottom of an aircraft/ship to do so or have tilt rotors

an Osprey is an good example of VTOL design

to get things like that ingame you mostly need scripts or mods or find a good way around it vanilla style
