So if you look around that starting area, you will see a conduit connecting the O2H2 Generator to the Survival Kit. At the start of the scenario, using the Survival Kit will heal you and replenish your power, but not your O2 or H2 because it is not connected to the O2H2 Generator. This is because part of the connecting conduit is damaged. The solution is to repair the conduit.
You are already holding all the tools and they should be available on your task bar. Select the Welder and walk up to the damaged section of conduit, located just above the stairs that descend into the mining tunnel. Weld the damaged the section and it will tell you what material you need to finish repairing the part.
You can acquire the parts by returning to either the O2H2 Generator or the Survival Kit and opening the container with I, then retrieving parts from storage into your personal inventory. Once you have all the parts, go back and weld until the conveyor is repaired. Once that's done, you can then replenish O2 and H2 at the Survival Kit.
Considering that this is a tutorial for newbs (I'm also a newb here), I think this is poorly explained. I figured this out by watching somebody's YouTube video. (Terrible video by a terrible YouTuber, and I fast-forwarded through much of it until I found the answer to my question.) This task is actually a REPAIR task, but the tutorial doesn't hold your hand through it, or even hint that the reason it isn't working is because something is broken, and you can't mouse-over any parts to even see their names or understand their functions. Or if you can, I haven't figured that out yet.
