Report a translation problem
First thing to do when playing with Mods = Go to the WS item to read the item description + comments and ask the Mod author about this.
It is not a Problem with a specific mod however.
This persists with every mod I try to remove, even though I found out that if I remove ALL mods at once it actually removes them but, as said, not when I try to remove just a few mods.
Sometimes I find similar problem just by reading the comments on the Mods I used BUT you said it happen for ALL Mods so that is very weird.
1 - Create a new No Mods Empty world.
2 - Load it and save/exit.
3 - Add ONE Mod and load to see if the Mod is in the world + save/exit.
4- Withdraw the Mod, click OK and load the world to see if it is the same problem with new Empty world.
Finally, I've got the Issue isolated... apparently it was a problem with the way dependencies are handled.
Even though the offending files were thoroughly removed their lingering dependencies in the save file were making them "stick".
It doesn't matter if you have the dependant files or not, if the game thinks something is required for something it seems it will simply download the data without actually downloading/subscribing (to) the file and you can't get rid of it through normal means.
Maybe a Problem in the way the Game and the Steam Workshop communicate?
I will try next time I load a modded world.

Withdraw from the Mods button in world settings.
Might be new, yes.
At least given that I don't remember the game automatically downloading WS File Dependencies before.
After a full cleanup and removing all files with unwanted dependencies it works fine again.
Also if you remove a mod that just added -designs- then those designs are perfectly capable of still existing without a mod. Removing 'random encounters' wont remove ships that have already spawned because the mod isnt required for them to be there
