Report a translation problem
To use the Programmable Block as it was originally intended you'll need to activate "Experimental Mode" under the Game | Options. But this will likely lead to performance issues.
I activated experimental mode in the options menu and loaded the save game, but there is also no edit button to do some scripts :(

Then pasted in a battery and programmable block and I was able to click Edit and Compile.

I createt one with new solar system.
i land with my atmospheric lander. there is already a programmable block on board.
but i also tried to build a new one. No Edit or recompile field :(

If not, then check Options | Experimental Features and ensure it is enabled.
Some worlds, like the Star System map turn this feature off by default upon creation. So you may need to re-enable it after the world is created.
Probably the easiest way to tell if your world has "experimental features" enabled is to click Edit and see if you have the Advanced or Mods buttons. If so, then EFs are turned on. If not then they are disabled. There will also be a red box in the upper portion of the screen when you first log into the world.
As for the one on the lander, it may be necessary to grind it down and recreate it. That is just a guess.

On top of enabling experimental mode, did you also go into the advanced world settings and enable the "In-game scripting" setting? You can't use scripts if you don't also have it enabled.
