Notes:
Thrusters turned off is same as no power.
Batteries in recharge (should NEVER use this) means not enough power.
Mining will increase mass of ship meaning you need more thrust.
Basically go through everything that can affect power and double check mass to thrust ratio
EVERY issue of people with atmo thrusters not being able to lift off has been user error. Call Keen out on the thousands of bug that do exist. Not ones that dont exist.

Which sounds to me like the 'mass not updating correctly' bug.
As far as 'mass not updating' I assume you are referring to the HUD UI not showing current values and lagging behind by up to 30 seconds. That is just a UI sync bug and doesnt actually affect thrust at all.
If you're talking about how mass on the other end of pistons, rotors, and landing gears isnt taken into account I PERSONALLY consider that a bug, but keen considers it an intentional feature.
I've never seen atmos fail to work, EVER, that wasnt user error or another known bug that has nothing to do with atmos.
