It will be scattered underground, or you could go to the poles.

The ice at the poles is easier to spot from above the ground. On the moon you can reach space using just the jetpack, so don't be afraid to fly up and take a look around. The ice deposits are on the surface and pretty easy to spot (they're light blue against all the grey.) The terrain is mostly pretty terrible though, so getting a wheeled rover anywhere near that area is an adventure. (An adventure that usually ends with you falling down a crevasse and smashing your rover to bits, sadly.)

Most of the "full sized" planets have actual ice lakes. The Earthlike and Alien planet have snow on mountains. Ice also spawns as a randomly generated ore. "Europa," the moon near the Mars-like planet is basically a solid ball of ice. On the Mars-like planet there's a little bit of snow at the poles, and ice spawns as an ore. I don't know much about the moon of the Alien planet, I've never been there and haven't seen anyone playing on it in a video.
