I made a swing yesterday with a 40 second delay on a timer block and it works fine, so they aren't bugged in general

I’m guessing it’s something else really obvious but I spent about 2 hours playing with it. Might just be abit of not being able to see the forest for the trees type of thing.
In your case create an Empty Creative world. Place a small platform about 10x10 with a battery and a command seat.
Then place 3 timer blocks and 3 lights on posts such that you can see them from the seat.
Then sit down and configure the first one to do what you want substituting the turning on and off of the light for the action you will trigger in your real setup.
Making it simple like this helps to focus you on what is important. Using a light for an action and being able to see all the timer blocks start and stop help you solve issues as well.
Many times I've been in a similar situation where I thought I had things configured correctly when that second light turned on without delay and I was able to find my issue right then and there.
