If you are suggesting that the Earth like planet you get with the prestarts like Easy Earth or Star System are different from the Earth like planet you can spawn in then I believe you are mistaken.
They are all the same Earth like planet. None of the planets or moons are procedurally generated.
That seed number option applies only when you select Procedural Asteroids.
Here are three pictures, the first two are of spawned in Earth like planets with "different" seeds and the third is of the planet you get with the Star System Start.
Note the same featues. But if you are looking for a flat place to build then that desert region is where you want to be.

But earth on the earth start isn't covered in snow. The earthlike planet I spawned has snow everywhere, green spots are scarce and mainly on hills where the resources are.
Think of it like the flat spot is the size of a road, when you scale it down the flat spot is the size of a ruler.
I believe you are correct. At least they look different sizes.

But I'm still seeing significant areas of desert. But perhaps the smaller planet gets a rougher texture to coorespond with what the OP was indicating.
