The Escape from Mars scenario does it. Why can't anyone else tell me how to do it?
(+ workaround)
I create Premade PVP worlds to play with my son a best friends and all knows the rules before going in so I don't have problems with blocks I don't want them to use.
Use Safe Zones to protect the main stations, etch ...
PVP > Premade Dog Fight arena with rules so all players knows why they are in for > to Battle <
I use PCU limit to be fair in PVP = Dedic Sever settings and + limits on specific block from the Dedic consol options.
Maybe try the "deathmatch" premade world that is available in-game, made by Keen Designer and that will give you a good example of what can be done for a good PVP battle.
When public with no rules = harder to have a good play and better play with members you know and want to play a PVP battle/match to avoid "problems", imo.
The specific instance I'd like to mess with is that there's a mod that adds a really overpowered laser weapon, and I want to make it so that the gigantic f*ck-off doom laser that shoots 10km is no longer possible for players to build, but I still want it to be buildable through admin commands.
The reason I want to know how to do it myself rather than hope somebody else has done it is because I want to do it myself so I can do it when I want to. EDIT: That might no longer be necessary. See answer post.
This actually gives the answer I am looking for. Thanks. I haven't tried it yet, but PCU limits and specific block limits might do exactly what I am trying to do, since I believe admins can override block limits.
I appreciate the suggestions. I may jump in to ask other troubleshooting instructions such as server optimization in the future.
I want to limit a modded block to 0 so that it can't be spawned by players.
Or the torch functionality is broken.
