No sorting on stars count, no sorting on last update timestamp
...it could be so simple....
The SE community is big and there for a few years so why we see a lot on the Workshop.
As a Workshop author = I keep all my old items cause some members have asked me to, those old items can be loaded in the Lagacy game version we can install with the Deluxe DLC.

Some are playing the No Planet version and my old Blueprints can be pasted in, also here some have asked me to keep those because they run SE 32 bit, DX9 only with their low end Laptop.
And I will not delete old ones from the Worshop especially for those players.

All that could really be done, at least short term, is to add an "Outdated" or "Out of Date" flag to the workshop. This flag can't be set by players, but applies automatically to anything already on the workshop when a new version launches. That way when a new version gets uploaded the flag gets removed.
It won't clean the workshop, nor do I even know if it can be done, but at least it gives some indication as to what's "current" and what isn't. Not that all "out of date" items would be incompatible.
