A "valave", two connectors facing eachother on the same grid can be locked and unlocked to allow/dissallow flow
Dont make the system circular :)
Then on a button swap the sorters around, so the first is now off and the second (after the container) is on. That will then let your ingots flow to the assembler but not be pulled out of it into the cargo.
Add an lcd for each mode and you can have like storage mode and assembling mode at the push of a button.
Theres probbably a simpler way to arragne it though, if you could make a very basic mock up of your system (away from the base/ship to show the concept) and screenshot it that might help :)
You could also try something like...
Connector>>>Refinery>>>Sorter>>>Cargo>>>Assembler>>>Sorter>>>Cargo
You dont need to force items to an assembler as it pulls what it needs if its avalible. Thats why i didnt put a sorter between the cargo and the assembler. Same goes for refineries pulling ore :)

I like your setup. I think I am going to do something similar. I hope it helps. It's just so odd that only one sorter and cargo is having the issue while the one wasn't. Especially since they were setup the same way.

I've watched that video two times already. He doesn't cover the issue I'm having. It's only the one sorter for my ingots that is giving me the issue.
At the moment, I disassembled everything. I'm going to redesign it to see if it will fix the problem. If that doesn't work, I plan on making a new game to see if the problem still exists.
But going from just looking at the screenshot you linked, it seems Karma was right.
Look at your screenshot OP, its a circle, the sorter is pulling items from the end of the line to the start and theres no stopper to stop items moving.
You added the second conveyor but one needs to be on, the other off. That way stuff cant recirculate.
Lets say you have the high one off, now items will go from assembler to cargo right, but not out the other side because that sorter is off. Now if we swap that items can flow from cargo to assembler, but not back into storage because the low one is off.
I hope that makes sense :)

That is what it is doing.
I've removed everything except for the Refinery, the Conveyor Sorter, the Large Storage Container, and the path it runs. Still bounces back and forth.
The Assembler, along with the Conveyor Sorter, Large Storage Container, and its path are working just fine, both with and without the Refinery and its path.
When I set up other sorting stations (for testing the problem) (not including a separate Refinery) they all acted as one would expect. From what I can gather, the problem seems to lie with the Refinery and its associated sorter and its respective path.
