Good to know when you run a server =
A lot of server admins are helping the community admins on Keen Discord every days in the "Community-server-admin" channel.

I run the SE Dedic at Home, followed the Official Guide to install and it runs very well!

BUT
If you read the Official Guide = we can install without Steam account installed in the second PC.
Internet is 100/100 fiber but is not the issue as the server won't even start up to a point where I can attempt to connect to it.
Steam Mod download is full load sometimes and we are in the Summer sale with game/quests to do on the Store page and that may not help if you use mods.
I know a server admin that uses A Lot of Mods and he had to withdraw and add one a just a few Mods at a time, load and let other players connect for a test, exit and add one or two more Mods ...
He had to do so and all went well, seems that Steam is having problems when loading too much Mods in the same time for some servers.
I will have a look at the bug reports to see if it's a recent bug rpeorted by community Testers,

I see some similar but marked by the programmers "Solved" so maybe read those and create a new bug report or open a "Request for help" so a SE programmer can help you.

A member just told me that he had to uninstall the Dedic and reinstall to fix a similar problem so may be worth to try.
I downloaded the SE Dedic directly from Steam apps, here :

On Windows 10 it works exactly as expected and the server is now up and running, though perhaps someone should edit the requirements for SEDS to exclude Windows Server, I can't find what part functions different and breaks the server.
(Running Windows Server due to licensing concerns, they are virtual machines on Hyper-V with a (legitimate) Datacenter license so Windows Server activates for free while Windows 10 requires another license, hence the choice for Windows Server for SEDS.)
Tested it on Server 2016 and 2019 (both fully updated), both set to default 'optimized for background services' and later also both tested for application mode but no luck there, it used to work a few months ago but somehow something has changed either in SEDS or in Windows Server.
In any case thanks for your great effort and help, really appreciate it, if you want logs or something I still have the 2016 Server machine, the 2019 one is overwritten with the Windows 10 install, anyway thanks :)
