If one of the blocks of that hologram touches a block on the projectors grid (and both are the same grid size) you can begin to weld that projection.
So once you turn it on and see the ship hologram, look for a block that is slightly brighter (the one that touches) starting from there you can weld up the ship without manually placing blocks :)
This should be a quote on the loading secreens.... how cool would it be if keen did that with community quotes....

In the control panel of that little grid, access the projector. You'll want to check the box for 'Show Only Buildable'. This will make things a bit easier for you as you build up each block completely. You can try to use the Builder ship there for a little faster work, but move SLOW to let the welder catch everything and not just half-weld everything on the outside, leaving the insides an incomplete mess.
You might want to check 'Keep Projection' before you get done, to be able to make another copy or for when you find that something isn't complete and you need to tear into it to get at the half-built block. (Or need to replace the ship because of 'Oops')
The Dropship and Scuttler will need to be cut free of the projector/frame that you start with. It'll be somewhat obvious where you need to cut it free from. When making a new on, just remember that the projection can only be built where it touches another block attached to the projector. Add a block to just touch and... happy building.
A projector on its own is more like displaying a snapshot of a ship so you can easily recreate it in different games :)
