Are DLC's free?

I've read DLC are free though i've just bought them if they are free can i get a refund ?

Not free, and not sure. Steam's refund policy is kinda twisted. You can't rack hours on specific DLC's like you can with a game, and with steam's policy if you have so many hours you can't refund, so I think it's safe to say that you cannot get a refund from a DLC because your game hours would be past the refund policy limit.

Though, DLC owners got "free stuff" with the Economy update as more things were added to the DLC. Maybe that's what you read?
