Report a translation problem
The refinery will push its products to the nearest available storage. It will most likely push to the cargo container until that is full then the overflow will fill the assembler. This is actually something you don't want as once the assembler is full it will be jammed once it requires a different resource.
The assembler will pull items as it needs them from either storage or the refinery. It tries to reserve space within itself so it can change jobs without being jammed.

The refinery at the back, assembler to the left. 2 conveyor junctions between them and the only storage. It can pull from storage, but won't push to anything.
Also, did you check that the assembler is in assemble mode and not disassemble mode?
This should be the save in zip format, used the backup from 2 minutes ago.
Your setup is working on my world. Just make sure you have default settings on everything - Blocks are ON, Use Conveyor System ON.
Since you've been manually dropping things into assembler, also make sure your assembler's ingot inventory isn't full of iron, so it can't collect nickel and other materials required.
