Looks like a bug to me.
There's a workaround: instead of picking the drill from the "show all blocks" list in the G screen, select the sublist "weapons and tools" and pick the drill from there. When you have selected the drill as your active tool in the ship toolbar the drill now turns on when you click LMB and turns off when you release it i.e. similar to how a gun works.
But this should be fixed because when you're boring through an asteroid with your big rig you definitely want the on/off toggle choice...

there is a chance the bug will reoccur if you umerge the drills from the ship.
This works for me as well. But FFS this is getting annoying, Ive had this happen to many worlds amd had to quit them cause it nothing would work. Seem to happen whenever Keen releases a dumb new patch. The option to shut off auto update is even gone now which ticks me off.
I wanted to say thank you because here it is all these years later and I just had this exact problem. And what you said that I quoted fixed it. Thank you for posting that solution. It's what came up when I googled that my drill wouldn't work no matter what I tried. Now it works. Now I can continue playing. Thanks again.
