All we know atm is that "when you move around with alarms going off and the alarm sound dupes and slows the game" and that the PC's specs is "a potato".

Nor have I. The closest I can think of to hearing what they are describing is the sound you get right before the PC crashes to a blue screen in older versions of windows, lol.
Hmmmm....Well, the pc doesnt seem to lag when its going off, just the audio from the sound block gets destorted.
Couple of possible issues here. First is that it might be something with the games files not playing the audio file for the warning sound correctly. 2nd is that it could be a bad/corupted decoder file, and 3rd it could be a soundcard driver issue.
Another possibility is if you are using surround sound. Some surround sound software/drivers can distort the audio to try to trick your brain into making the sound seem like its coming from behind you or whatnot. I had an issue with distorted audio from a surround sound logitech wireless headset once.
