GTA5 need dx10 as minimum. So since your card support up to dx10 you can play it. But it dont support dx11 since that is after dx10.
And SE needs dx11 after the planet update. The dx9 branch is pre planets.
Nope far from it. It is optimized alot more. Has been made by a far bigger team.
And it is not a full on physics simulation sandbox game as SE.
