Some time back, the devs made it so free-floating stations are no longer locked in place. So they're now basically big ships, as far as the game's concerned. Just throw some thrusters on it to keep it in place, and you'll be fine.

Or, there is an option you can change in the world settings.

If it's a free floating base, and not anchored in anything (aka asteroids) i do believe you need thrusters to make sure it's 100% non floating due to bumps from ships.

Turn on the "unsupported stations" and "convert to station" options in your advanced world settings. Load up, go to the station's info tab in a control terminal and click "convert to station." Now it won't move.

It's in the control screen with the other tabs (like production, inventory, GPS, etc etc).

Or leave "unsupported stations" unchecked, but don't ever add or remove any blocks to your station. You can turn any large grid into a station regardless of whether it's touching voxels, but that checkbox referred to above prevents the grid from automatically converting BACK into a ship when blocks are added or removed.
