private server hosting tutorial

I'd like to set up a server running on this machine for me and one other friend to play on. Is there an easy way to do this?

I read, elsewhere here in the steam discussions, that "If you open a singleplayer game you also open a server. Your friend basically can join your single player game. Just make sure you forward the right ports and give him the right ip."

I was wondering how the above is actually accomplished - i've read this in multiple different places, but no one elaborates.
