If you are truly and utterly stuck, there is an in-game help feature that essentially serves as a guided walkthrough.
i activate the Marker Switch near the black Cogs; I move the tower on the plan inside the library so that the line from the tower crosses the Cogs' position; I go into the corridor and go up the elevator - but there's no open window and no plaque to be found.
maybe I have to do something else to make it work?
when you keep the tower button (on the plan) pressed, the beam will lock in some positions and become red. and only then you can read the signs.
I guess I have to become more patient and observing for this game. but I'm glad, after 5 hours of exploring the journey can now begin!

Likely what Gharren was suggesting, frustration can throttle the mind and block the obvious. Cold eye helped me big time, shutting the game down and doing something else, unrelated, often popped solutions into my head
It lets you proceed very slowly, so you can read only as much of the hints as you need/want to, and without spoiling other hints.
