At the end of the day we will all have fun, BUT, it's sim first game later imo. That means always attempting to go for realism over gaming features if you get what I mean.
Restricting controllers to just steering wheels was done before by hardcore sim, they also didn't attract the right amount to sustain the projects. A bit of give and take is required.
We need this sim to appeal to the masses but at the same time stay true to the sense of sim before game.

In my personal opinion, a good compromise would be to follow Rfactor 2's lead and let people with gated shifters drive all cars as per a manual. The system works quite well; it's not anywhere near as detailed as what the OP wants, but it's as easy as pie to program.
Paddle-shift wheels have two "paddles" mounted on the steering column for gearshifts. Pull the left one for a downshift, the right for an upshift. There's no need for a clutch, and they're compatible with almost any car. Paddleshifts are found in nearly all modern sports cars, as they're very user-friendly and work well with modern sequential and semi-autmoatic gearboxs.
The other option is a "gated" shifter or "true manual. These are what you'd find in older sports cars and some cheap modern cars. These have a gearstick mounted to a metal "gate"(which is usually hidden under a leader shroud) You engage a gear by moving the lever to a corresponding part of the "gate" and then releasing the clutch. Players love gated shifters for their challenge and realism, but like the Manual transmissions they simulate, they're a dying breed.
A couple of wheels-like the G27-come with both options, and most racing games "support" (allow the player to use) either option. Assetto Corsa currently doesn't have very good support for "gated" shifters which makes using them difficult for the players who own one.
I would be really happy if there will be MP server option that all racers must shift with proper shifting method of each car. Not like in other sims where all players racing only with paddle shifters because it is fastest method.
Myself, I use both.
My view. There's no reason "realism levels" can't be - selectable.
