You need to download the app, follow the instructions to install and activate in game, then just do your best valid lap times and they will be registered in the leaderboard.
You can use your Ghost for hotlaps, but the ghost file size is quite big (folder in my documents), anyway it isn't that fun driving against a Ghost, personally.
I think its unlikely that would be the case there is usually a few guys that are quite a bit quicker then the rest. Looking at the most popular combo on RSR with Z4gt3 at Imola there are 2700 laps and the gap between top 50 is 2.7 seconds.
Even in real world professional racing with one make series the lap spread amongst 24 drivers is more then .5 of a second. Only some very short tracks and very talented fields will you get a full field in under 1 second and this would be v8 supercars or DTM more then one make series that tend to have much larger spread in the field. Look at the time differences in gt3 racing qualy sessions, I just checked Spa 24hr Super pole results with a 3.5 second spread in the top 20.

Hard to believe (but maybe not ) that Kunos would say he's not doing something that most people want.
As far as that app goes, I tried it some time back and it sucked and hardly worked they way it was advertised. I don't care for the idea of creating a setup, etc., for the purposes of running two laps, fast and frantically.
I'd really like to see something along the line of the best total time for completing 10 laps, 20 laps, etc. It's much more challenging to create a set up and be fast consistently over 10 or 20 laps than it is over 1 or 2.

If you want online leaderboards that track everyone's lap time world wide in the game, then you'll need to use RSR or Rivali. Kunos said since the beginning they won't do an online leaderboard and keep track of our times against others, but they did offline leaderboard for the race session you're playing.
I'm not saying I wouldn't like such an online feature, but since we already RSR and Rivali, we are well served, they both have lots of options and statistics, the RSR database is bigger though.
the game has a friends leaderboard in dev apps in session.
They really need better timing period overall times are about worthless without sector breakdowns to see where you are gaining and losing. and they used to show that stuff in the timing page in the pits before they nerfed it to just lap times.

RSR - does it work anyway? It's always "connecting to server" and it never connect.
I'm going to try Rivali.
