Maybe just the vehicle you have chosen doesn't actually have a handbrake (for some reason).
The handbrake is on an axis ( An awesome feature , Thanks Kunos) in the same option where you change the rotation of the steering wheel.
I havnt checked the axis since 1.0 but if its still there then yes it has a slider

For the benefit of anyone who doesn't know how to do this:
Make sure you have the latest drivers for your shifter installed. Open the Control Panel and then go to Devices and Printers. Find the shifter and right click on it and select Game Controller Settings.
In the Game Controller window select the shifter and press Properties. Now you may have a problem, as I did, where it shows the new Properties windows as being for the racing wheel. If you have this problem unplug your wheel’s USB cable and open the shifter’s properties again.
If you’re sucessful, in the next window you should see a check box that says Analog and a Y axis. Check that box and your shifter should work as an analogue handbrake.
