Make sure you have Weather style also set as Pure in Settings -> Custom Shaders Patch -> Weather FX -> Weather Style
And no, huge fps drop is not normal
Your content manager is doing some heavy lifting to drop from 80 to 11 FPS. I suggest you follow this video at least 2 times and learn about presets so you can save the best settings and go back to them when you funk up and you will funk it up for sure:

There are a lot of apps to help you see exactly where and which processes like weather or lighting etc that is killing your FPS in real time. Get used to using my go to "Render stats" app you can access once in game on the track then access the apps menu on our far right and look for it there. Oh, and if you have not bought FPSvr then go now and buy on steam. This will also assist you getting the most FPS from your game and PC

For anyone asking why I am running things like Reflections / shadows / PP filters as high as they are, know I can run them higher with maybe 1-2 FPS lost but if I run them on low, I loose 10+ FPS!! This is shown not only by the in game stats but in Render stats app and FPSvr.
Hint: When in game and on track, open Render stats app then open it up full screen by dragging on the corners. Now under "Tasks" you can see where the red is if you click on the side arrow, this will open up for more details about the process. Once you see what process is too high, you adjust it in game or sometimes in real time if the app allows it.
I also recommend clicking on the cog wheel at the top right where you can change some heavy settings real time in game plus take a look inside the three DOTS under the cog.
The app has allowed me to get the most out of each car/track combo for max FPS and minimal to zero stutter when in game.
Also another i game app to assist you with your FPS in real time is to open "View &
Video settings" app, Here you can do things like remove driver/arms/ wheel etc, change world detail, amount of shadows, post processing, sun-rays, reflections and even to fix your FPS at any amount.
1 last thing. Run your game as hard as you can for a few races then check the temps of your CPU /GPU. IF historically either is exceeding 82+ Degrees then you are going to experience throttling which will cause slowdowns, crashes and major FPS fluctuations.
