I am not sure it might helps.
You can also adjust engine sounds individually with the ENGINE title, which achieves the same thing, but doesn't increase the presence of everything else going on.
It's all a balancing act - but every notch about 1 will reduce the overall dynamics of the sound, so you don't want to push it too far.
My current settings:

OPPONENTS=0.7
MUSIC=0.7

DIRT_BOTTOM=1
BRAKES=1.25
So whilst watching a replay I get NEEEYOOWW, NEEEEEYOOOW, NEEEYOOOOOW.
That big space is my car, it might as well be all electric.
If you're changing audio.ini in the main Steam directory, it does nothing.
It has to be done through the Documents directory.
I only suspect you're doing it through the wrong directory, because changing it absolutely does alter the sound -- it's been my most constant area of tweaking for the past six months; and as a hobbyist audio engineer, I can promise you it makes a difference.
audio.ini alters ALL audio. That's onboard and replay.
If your issue is the opponents being too loud vs your car, then you'll need to reduce the OPPONENTS value.
I'll do a test by turning the AI to zero and my car to 150 and see what that does then.
