Mutiplayer without Dedicated server

Is there options coming in regards to playing with mates WITHOUT having a dedicated server?
My mate asked if i wanted to play some 1v1 or with bots but soon discovered that i needed to setup a dedicated server.
Now as i live in Aus in a country town i have 2mb down 90kb up LOL so dedicated server is out. Plus we were wondering why it was a pain just to play 1v1 together. Is this going to change is what i am basically asking inregards to just jumping in and having a race.

m8 there are tons of empty servers, trust me no one would be join except your friend, and if someone join you can easy kick as bouth would vote, but only 2 maybe is kind of booring

Im on a 24mbit connection with a 1mbit upload (2.5Mb down, 90kb up) and run a ded server for myself and a mate. Runs flawless so i would at least give it a go.

You won't be able to run AI cars in multiplayer.

If you're really deadset on hosting I would suggest you look into a dedicated server, the amazon ones allow you to run three servers for about 20 bucks a month. Or just join a empty server and put up with some people joining.
