Doubtful - this game hs a strong european emphasis.
Basically if an American-oriented simulation like iRacing won't finish it, I doubt a European-biased simulation will even start.
As Spy said I imagine it will eventually be developed or ported from rF by modders but it won't be to the quality you see in official tracks. Tracks with a bunch of bumps never are, just look at Bathurst.
The only remotely good Bathurst I've seen that is hand-built would be the ORSM version for rFactor 1. It was illegally converted to rF2 so good lucking finding it at the usual haunts. Even that version is missing all the bumps and is a little wide in places.
Yes and it's glorious. Millimeter perfect as should be expected for a laser-scanned track and even the scenery has been scanned and crafted with exquisite detail. It's an absolute masterpiece.
It's not cheap but very enjoyable and once you're invested the price goes down. It's the first 3 months that are most likely to break the bank.
IndyCar is where I'd spend all my time if I could at the moment. The driving quality is solid, the car is massive fun on both road and oval. Unfortunately the participation isn't great, you won't get large grids apart from the SOF slots (scheduled main-game races, weekly) and significantly less slots go official (8+ drivers) per week than GT3. When the VF is released if it's what I hope it to be I think I'll go over to the V8 series. I'm a huge V8SC fan and participate in a rF2 V8 league but the iRacing Ford is just not enjoyable or satisfying IMO.
But I guess i'll have to try it at some point... But iRacing does have some cars im very interested in; the Skip Barber, and the C&R Silver Crown car.
