A lot of the requirements may well be already installed on your system if you have a reasonable selection of games. AC uses some of them anyway.
I don't know if this is necessary but it is a possible option if you feel you have exhausted all others.

Define "every thing". Quick checklist;
-wheel is plugged in to a USB 2.0 port, *NOT* 3.0.
-power cord is properly plugged in, same for pedals
-un/reinstall the software/drivers
