Photo mode bugged?
During photo mode, the smoke vanishes and then just hovers around the drive wheels.

I wanted to take some screenshots of drifting but there's no smoke!

Is there some way to correct this?

It's always been this way. Probably an oversight rather than a bug. It may have something to do with the replays being generated from physics data. Regardless, it makes the photo mode function absolutely useless in many instances.
