try this first..

1.Load Steam
2.From the Library section, right-click on the game and select Properties from the menu.
3.Select the Local files tab and click the Verify integrity of game cache... button.
4.Steam will verify the game's files - this process may take several minutes.
5.Once the process is completed, the Check Window will automatically exit.

F.Y.I i have win 10 pro and all works fine.
maybe also check your drivers are up to date.

A friend of mine is having bad performance with AC on Win 10, has to restart the game after every race also and it will only run in Windows 7 or 8 compatibility mode even after a complete re-install.

Windows 10 in general seems a bit of a gamble for gaming so far.

There used to be a time that users needed to finetune their OS prior to expecting top performance in games.
For the general public this Windows 10 business has just started so I am sure some useful performance guides will apear soon.

Let's Start to make sure our Windows 10 copy is clean and working for the sole purpose of running the game instead of concurrently gathering information for Microsoft and who knows who else in the background while you are distracted by the game.

Thanks for this, I have turned it all off

Had a simular issue in ME2. When turning off read only. One has to apply and SHARE with admin. Stargly enough in AC it's not read only but i get the failed to write to launcher.ini. :/

Checked my documents, there is no launcher.ini file. There's a launcher file in cfg but it's a notepad docu.

I found a solution that worked for me; hopefully this helps someone else. I discovered that AC would not work unless I logged out of my Windows profile, and then logged back in under a different, non administrator log in name. Figuring this meant that it had something to do with permissions, I checked the folders. By going to C\users\tim\documents and then right clicking on the AC folder, checking "properties" and then the security tab, I noticed that the other log in name was listed but my real original profile wasn't. I clicked "edit" and then "add" and typed my name in the "object names to select box" and then clicking check names, it came up with my original log in name. I made sure the "permissions" were set to full control, and voila, it worked finally without having to log in differently. If this helps you, please let me know!

Try to create a new user account on the PC that has administrator role. I don't have win10 but it was typically found under control panel/user accounts.

Then launch Steam by right clicking and selecting "run as administrator", you shouldn't need to do it but just for this test do it once.
Then right click on the AC icon and launch as administrator as well, see if that helps.

Another common win10 problem is this solution

Go to the folder: My documents/Asseto Corsa
Click with right botton go to Properties of the folder Asseto Corsa
Click on Security Tab
Click Edit
Make sure every user the entire row "Allow" is checked

edit: I think in Win10 this is how you upgrade the current account to administrator role

Press Windows key + R and type control userpasswords2 and click OK
Select the user name and click Properties
Click on Group Membership
Make sure Administrator option is selected
Also, click the option Other and select Administrator from dropdown
Click Apply and then OK
Restart the computer and check
If the issue still persists, enable the hidden Admin account and check.
Press Windows key + X and click Command Prompt (Admin)
Type the following command and press Enter
net user Administrator /active:yes
To exit Command Prompt, type Exit and press Enter or simple click X on top right of the same window.
