1.Load Steam
2.From the Library section, right-click on the game and select Properties from the menu.
3.Select the Local files tab and click the Verify integrity of game cache... button.
4.Steam will verify the game's files - this process may take several minutes.
5.Once the process is completed, the Check Window will automatically exit.

I found a solution that worked for me; hopefully this helps someone else. I discovered that AC would not work unless I logged out of my Windows profile, and then logged back in under a different, non administrator log in name. Figuring this meant that it had something to do with permissions, I checked the folders. By going to C\users\tim\documents and then right clicking on the AC folder, checking "properties" and then the security tab, I noticed that the other log in name was listed but my real original profile wasn't. I clicked "edit" and then "add" and typed my name in the "object names to select box" and then clicking check names, it came up with my original log in name. I made sure the "permissions" were set to full control, and voila, it worked finally without having to log in differently. If this helps you, please let me know!
Then launch Steam by right clicking and selecting "run as administrator", you shouldn't need to do it but just for this test do it once.
Then right click on the AC icon and launch as administrator as well, see if that helps.
Another common win10 problem is this solution
Go to the folder: My documents/Asseto Corsa
Click with right botton go to Properties of the folder Asseto Corsa
Click on Security Tab
Click Edit
Make sure every user the entire row "Allow" is checked
edit: I think in Win10 this is how you upgrade the current account to administrator role
Press Windows key + R and type control userpasswords2 and click OK
Select the user name and click Properties
Click on Group Membership
Make sure Administrator option is selected
Also, click the option Other and select Administrator from dropdown
Click Apply and then OK
Restart the computer and check
If the issue still persists, enable the hidden Admin account and check.
Press Windows key + X and click Command Prompt (Admin)
Type the following command and press Enter
net user Administrator /active:yes
To exit Command Prompt, type Exit and press Enter or simple click X on top right of the same window.
