Report a translation problem
It seems you are not the only one with this problem. Other people had this bug in multiplayer too. I dont know, what you can do against this, i guess the devs already working on this issue.
You can report this bug in the official forum to help em clearing this issue:

Says the guy who played the game for 5 hours. You seem to really know, what you are talking about...
A voir ton nom on peut se parler en francais :-P
I've experienced the same problem Three is fine, a fourth throws things out of whack. I've gone a different route for a server, so I'm eager to know how things will turn out. But this three is fine and the fourth blows it up is becoming quite common.
Code needs improvement. I'm sure they are working on it.
As far as dual core this or that, what's more important is upload speed of connection. If I have a very good connection, hell, dual core this or that means nothing.

Last week we had I think 18 racing on a new server and no issues with good close racing possible and all pings were under 100 still mostly under 70 with just one guy closer to 100.
Here is a video of the end of race and no netcode issues.

Ive raced a few other servers that have been hit and miss, the netcode will get better but you need a solid and fast server to give good results. Its obviously possible already for some so those having issues need to look at their server setup a bit more I think.
I dont run a server but someone thag has got it working better may be able to help you out.
The only way to reset the server was to change the port number.
But as I was hosting this particular server, we decided to bring me in last, someone who had a tiny ping otherwise. As I entered, the same thing happened: slowly rising pings until they became astronomical-- in the millions if we would have waited that long.
Certainly I don't have some fantastic server, which might cost hundreds of dollars per month. Nevertheless, I've hosted before using other racing titles, and something like this has never happened.
But this is what EA is all about. And I don't think it's fair for some to say that someone's connection is always to blame. Someone with a moderately fast connection-- or even an average one-- should be able to handle at least five or six cars. It should be mentioned, also, that all of us within the US.
Servers well optimized through game code don't just crash because one player enters.
EA. Let's hope we get some improvement. I'm confident that we will.
Note: i'm running the Steam Tool Version of the server. Maybe this version had difference.
I start to think it's really my server spec, but it's annoying, because i can run a lot of dedicated without problem, LFS, L4D, Killing Floor etc... It's the first ont i tried to install that my friend and i cannot play together :-(
The newer server they tested worked great and maybe this week we will try it with full grids at silversne which can take 24 cars I think.
