2.) Install the "Custom Shaders Patch"
3.) Install the "sol mod"
What is the importance of these things ? Content Manager is a must because it simplifies alot of the things and adds many other options. Installing the Custom Shaders Patch and sol will allow you to race at night with any weather that you want, even the rain. They are have 24 hour day/night cycle which adds to the immersion and allows for more immersive endurance races.
Once you are done with these 3 things, then you can install whatever car/track mod that you want.

Besides that, just google it out, there should be tons of resources out there, including official kunos primer pdfs etc.
Besides this, I'd say youtube and other forums are your best bet when it comes to learning the basics of making a mod. Wish I could help you further but I have no experience in modding :)
For sure, it simplifies several things, but you can be perfectly fine off completely without it too, just so you know!
