"tried a few windows CMD commands." - which commands, sfc, dism?
changing up the video settings. - useless.
run chkdsk, windows memory diagnostic, prime95, ... your hardware might be faulty.
and search the internet, you are not the one having this error. some guy fixed it by making a windows reinstall.
Anyways havent gotten this problem in like a decade so idk whats the course of action these days. System File Checker could help maybe (if the broken files are part of system).
running checkdisk as lx mentions (chkdsk) would be good idea anyways as its likely a data corruption and more could be broken.
This should contain the broken files for DX11: https://www.microsoft.com/en-us/download/details.aspx?id=35 but whether it helps idk... i had one instance where windows installer refused to update a broken file because "its already there silly" so check if the file error mentions actually gets replaced.
ps: i should add that searching on how to fix .dll errors often brings places where you can just download them for free. Which can work, but also can be easiest method to get malware on your system, so If you ever feel tempted, make sure to confirm checksums and use virustotal and etc first.
They'd be quickly out of search results if everyting was malware.
Problem is that they can suffer man in the middle attacks. The file normally is malwarefree but can be randomly infected while on its route to you, or the file is fine while download method contains it, and then sneak under user agreeing disable anti tamper system protection when placing the original file. etc
Good DLL sites will provide checksums for you to check if what you got is the same file they are offering. You can also use other tools (even virustotal) to see where the file originated etc.
So you absolutely can use those dll sites to get files, i've done it a few times. But you need to know whats happening at every step.
i am at an absolute loss at why this is happening, and i am sure as hell will NOT reinstall windows because that is... WAY too much of a hassle.
but here are other things i tried to do because i have a monkey brain and at this point i am desperate:
reinstalled graphics driver.
moved the game back to the old HDD that it used to be on since i thought maybe the game wouldn't work on an ssd (i don't know why i tried that, but i am desprate)
thought i'd tamper with the video settings a bit and got a preset off the internet for content manager.
i tried using the "nvdia optimization" through the nvdia app
used the follopwing cmd commands:
sfc /scannow
DISM.exe /Online /Cleanup-image /Restorehealth
chkdsk
and none of it... f#cking... worked...
for the record these are my specs
4060 Ti
32 gb ram DDR4
I5 12400F
i also added ling.speed HOPING that we can trouble shoot this together because i am genuinly... going insane

and guess what? IT DID OT WORK, WHAT THE f#CK IS GOING ON?
but if you are not using it for anything important, just wait until it breaks totally and buy a new one consumerism style :D
