There's a good GPU hierachy chart if you're interested in getting a general idea of how powerful each card is irrespective of generation.
what wheel do you have?

About your wheel: with the tweaks and improvements that came in later this year Stefano Casillo (founder & lead-developer) recommends to try and fine-tune the ffb-settings without any "canned effects" first. The canned effects being the three sliders on the bottom-left corner of the advanced-tab in controller-settings. (curb-effect, road-effect, slip-effect).
FFB as always is a very personal thing, everybody has to dial it in individually for best results. From my experience: this is the area where this game absolutely shines as in giving us a very realistic output if we so choose in our settings.
You are right on what you said.I finally managed to tweak my steering wheel and now it works perfect. This game is very addicted and i cant wait to upgrade my pc and buy all the dream packs.

What are your graphics settings?
Turn down smoke and reflection settings, these have massive performance hits and will be too much for an RX580 to handle 60fps constantly - especially with other cars on track.
