So ask yourself when you can get AC with all the DLC packs for $8 on sale, why wouldn't you?
Currently from DLCs offering additional tracks:
In Dream Pack 1:
Nürburgring Nordschleife (four layouts)
In Dream Pack 2:
Circuit de Barcelona-Catalunya – Barcelona (two layouts)
In Dream Pack 3:
Brands Hatch (two layouts)
In the Red Pack:
Red Bull Ring (two circuits)

Without of DLC, some mods doesn't even work. Some mods are using DLC cars as basis to be created, which makes those mods can't be used without of specific DLCs. (Example: F1 75 season mod requires you to own Dream Pack 2, as that mod using Lotus 72 from DP2 as a basis.)
So, I highly recommend you to grab ALL DLCs by buying Ultimate Edition, no matter what. Its only 2x of price of base game on sale. Absolutely worth it.
Not just that, if you buy a base game only, you won't be able to buy Ultimate Edition in the future, because of Assetto Corsa store is "broken".
So, if you buy a base game and few DLCs separately, you will have to pay more prices later to all DLCs, which you need to pay separately. Otherwise, you might suffer on inconvenience with modding the game, as some mods doesn't work due to not having specific DLCs.

First, DP2 and DP3 offers new tracks. Second, even those DLCs only offers cars, they expands modding availability drastically, as I've mentioned at pre-edited part.

Yup, all the time. Albeit only a handful are ever full, but they're always there.
Regardless of that, not sure why someone wouldn't want to have the best rendition of the best track in the world in their library. Given the ultimate version is on sale for $8 right now, it's somewhat strange you're advising a new player to buy the standard edition, for a whopping $4 less.
All newcomers should get the ultimate edition when on sale, it's a no brainer.
