do you need to buy the DLC/Complete edition

you don't need to buy it but why not the game is almost 10 years old not like they are going to release anymore content (last update was in 2017) since AC2 might be out this summer

Without the DLCs you won't be able to play the most popular online tracks, such as Nurburgring Nordschleife, or Shutoko revival project. In addition to that you'll find many mod cars won't work because they share files within the DLC packs.

So ask yourself when you can get AC with all the DLC packs for $8 on sale, why wouldn't you?

Given the affordability of the DLC, I highly recommend giving it a try. It offers excellent cars and tracks. If you intend to play online or do modding (which you will), the DLCs are essentially a prerequisite. I recommend buying ultimate edition to save the most. Even if you buy a base game only, you will be able to buy Ultimate Edition in the future through keys, but few $ difference between ultimate and buying all DLCs separate is almost unnoticeable.

Currently from DLCs offering additional tracks:
In Dream Pack 1:

Nürburgring Nordschleife (four layouts)

In Dream Pack 2:

Circuit de Barcelona-Catalunya – Barcelona (two layouts)

In Dream Pack 3:

Brands Hatch (two layouts)

In the Red Pack:

Red Bull Ring (two circuits)

Most SRP traffic servers don't require any DLC.
Also have you ever seen a populated Nurburgring Nordschleife server? Because I did not.

Without of DLC, some mods doesn't even work. Some mods are using DLC cars as basis to be created, which makes those mods can't be used without of specific DLCs. (Example: F1 75 season mod requires you to own Dream Pack 2, as that mod using Lotus 72 from DP2 as a basis.)
So, I highly recommend you to grab ALL DLCs by buying Ultimate Edition, no matter what. Its only 2x of price of base game on sale. Absolutely worth it.

Not just that, if you buy a base game only, you won't be able to buy Ultimate Edition in the future, because of Assetto Corsa store is "broken".

So, if you buy a base game and few DLCs separately, you will have to pay more prices later to all DLCs, which you need to pay separately. Otherwise, you might suffer on inconvenience with modding the game, as some mods doesn't work due to not having specific DLCs.

First, DP2 and DP3 offers new tracks. Second, even those DLCs only offers cars, they expands modding availability drastically, as I've mentioned at pre-edited part.

Exactly and you DO need the Japanese car pack DLC to play on Shutoko revival project and some of the open road mod tracks that have traffic.

I only own the base game that i bought when it came out. I have just downloaded Shutoko Rivival Project, and I read that i needed the Japanese car pack. But I have no problem joining server without that pack. I think only some server require the Japanese car pack.

Yup, all the time. Albeit only a handful are ever full, but they're always there.

Regardless of that, not sure why someone wouldn't want to have the best rendition of the best track in the world in their library. Given the ultimate version is on sale for $8 right now, it's somewhat strange you're advising a new player to buy the standard edition, for a whopping $4 less.

All newcomers should get the ultimate edition when on sale, it's a no brainer.

yeah, cars are exceptionally nice. Ultimate is worth it
