So, mod it in then. "How hard can it be?" Right? :)
I thought of Euro Truck myself while reading this. You could almost make an argument that car mods for Euro Truck would be an "easier' way to accomplish this since a large scale city with traffic would be a much bigger job. I'm pretty sure there are car mods for ETS2, but I have no idea if/how much they change the physics to not handle like a truck. It wouldn't be anything close to AC, but it would probably be a more feasible solution.
I completely understand the desire for an open world game that drives as well as AC though. He's basically wanting Forza Horizon for PC. People would be crazy to think there's not a market for that. I'd buy it in a second. Hell, there's a reason a lot of people would even like to see a new Need For Speed Underground. Driving around recklessly in cars you could never afford without worrying about going to jail just sounds like a good time, haha :)

Just need to convert an existing city from another game. It could be easy money for another game producer.
I would be hard bucks for a decently done city or other environments
That idea is full of win! However, I suspect the time taken to create it would ultimately bankrupt the developer.
Maybe that's a track we could get.
You guys either didn't read my comment, of missed the point. I wasn't talking about money resources ... I was talking about personal computer resources, like the memory heap being cheap as dirt these days, and virtually unlimited with 64-bit around ... and HD space going for less than a dollar a gigabyte.
Thought I'd sit this out for a few days to see if any of you would take the time to understand ... but as I suspected it's much easier for this gang to throw insults and grandstand.
It's a track-based racing simulator. That's all it'll ever be as far as the devs are concerned.
Do it your self then, they have given you the tools
Drift competition anyone? Race thru the town? You betcha!
Red-light revving?
Every openworld cargame is made 'accessible' which means no physics. Whats the challenge? Whats the fun? We have already 20 of those. Introduce skills back into games.
Remember when you didn't have regening health? When you died it was game over? And start the map all over again. When things took a bit of planning and your actions actually mattered?
I'm talking primarily about FPS games but it bleeds over to every other genre.
