If the bar is dead completely. Try re-initializing the wheel - you can use old kunos launcher too. Afair CM uses a little different hook for controllers than actual game so its possible for the two to have a discrepency.
When re-initializing i'd even go different USB port to be sure. Original launcher has similar setup UI to CM (with bars), and if clutch works there and not when driving then its most likely something stupid, like wrong gearbox setting, or car not being H-pattern.
As for pedals app, when using cm you should have modern sidebar, so move cursor max to the right when driving (not in pits) and up top should be search box, just type "pedal" there, or scroll down the list. Its one of the original kunos apps.
CM can be hard initially, in some places you get information overload but there are cool features around if you take time to go through everyting, have fun!
