For the best free roam maps I suggest checking out Shutoko Revival Project, LA canyons and PCH. Shutoko is the most popular and is based in Japan. You've probably seen videos of people cruising on it online, it's very popular and extremely well made. All of them are free too. Good job getting content manager too, makes everything super easy to install. Just download the tracks, drag and drop into CM and viola.
As for graphics mods, there's not really any graphics mods per se, but there are a ton of filters out there which change the way the game looks so it's all up to your personal preference. I play in VR so I use Pure. Pure is like a newer updated alternative to SOL. You can install SOL and Pure along side each other and use whichever you prefer.
SOL and Pure are weather scripts, but both come with their own filters too, so you'll find a bunch of SOL filters and a bunch of Pure filters. I use Pure script and it's own default Pure filter, which looks really nice in VR. I suggest installing both SOL and Pure, then just experiment with whatever filters you prefer. For example, before I got Pure, I would use SOL weather script with Natural Mod filter, also a great combo.

Just so you don't get frustrated, most tracks can be Drag and drop like Fret said. Just not LA Canyons.
