Yeah true actually, though I felt sure you couldn't get it anymore? I was trying to find it the other day for an old laptop and it said the file couldn't be found on the MS website.

It's been a while since I've ever had to setup an account. There seems to be two ways, via email and via steam. I'd go steam and make sure to use your steamID name as your name, I think a few people get tripped up with that step. If you search these forums for "steam sign in" you will find lots of threads and advice. Someone a few days ago posted here a guide but I couldn't find it sorry.

Once you get the service pack installed everything SHOULD be ok, you're at the final hurdle!!

Run the above (if it will install), if it finds issues you will need to run the .NET Framework Repair Tool https://support.microsoft.com/en-us/kb/2698555 (Instructions for use are in the link further down)
If all of that seems to go as planned try the .NET Framework 4 Standalone Installer https://www.microsoft.com/en-gb/download/details.aspx?id=17718
There are some more tricks to get it working but they involve messing with registry and all that kinda stuff, not sure how computer literate you are so it's probably easier to try the above first. In fact, it's probably easier to just format your system drive and install a fresh version of Windows 10 from scratch at this point (it configures everything automatically), but I don't know where you stand with storage and how your drives are configured either.
Did you go through and install the chipset drivers, SATA drivers and everything like that for your motherboard after you installed Windows 7 again? I had some issues with this a while back.
EDIT - Oh and did you get as far as installing Service Pack 1 for Windows 7? That might be a good idea before doing anything else at this point.
