But also 130 to 15 thats big change, chances are it's not the game but something else, like a background program throwing a fit or broken GPU drivers ... or running out of ram (disabling replays can help when ram is limited)
Some tracks can also drop fps quite badly when facing in certain directions not 10x bad but it can be several issues at once. So try testing with a simple car on simple track first.
If your game lags its either not enough ram or some special CSP settings being sorted out in not very efficient manner.
Anyways, besides loading a bit slower there is no reason you should not be able to run AC off HDD. Even pretty slow one. People like to slam on HDDs but i've moved dozens of games from fast SSD to eco/slow HDD at and there is often little to no difference.
