Ok well both reshade and SOL have built in uninstallers. If you load up reshade you will see it gives you options to select all the filters and remove them from AC. You should do it that way as just uninstalling AC through Steam might not uninstall reshade properly.
Same goes for SOL, it has a "soluninstall.bat" file which should be in your AC root directory. You can uninstall SOL that way, and then just simply reinstall it after again by copy pasting the SOL folders back in to AC root directory.
As for 3rd party car mods, navigate to your AC root directory, then content folder, then cars folder, and delete any non Kunos car folders you see there, any mods you've installed might not be removed automatically so just manually select them and remove, then reinstall at a later date once the game is working normally.
My advice is to first do all the above, and once you've uninstalled and removed everything properly, try running the game again. If you still have issues, do a full clean reinstall, and only then once the game is running properly, then reinstall SOL, reshade, mods, etc.

for that part just delete everything and verify, or reinstall the game.
there might be mod leftover stuff in the documents folder.
there be very careful not to loose your settings and savegame stuff, if you need them.
bottom line for "brand new" is:
1: uninstall from steam;
2: delete folder where the game was installed;
3: delete the ac folder from your documents folder.
