I would recommend using the Content manager.
That way you wont have to trial and error around in Ini files.
Also i'd make sure if the contents of "content" folder inside server folder, matches the "content" in main AC directory. I think you can try moving stuff out of the server "content" which will disable cheating checks... if this helps run steam file verification too.
